The R&D institutions have been established in about 56.7% of industrial enterprises above designated size in Ninghai County, ranking first in Ningbo. The number of high-tech enterprises per 10,000 enterprise legal persons reached 267.46, ranking first in Ningbo. The number of technology-based small and medium-sized enterprises per 10,000 enterprise legal persons has reached 1214.16, ranking second in Zhejiang Province and first in Ningbo. These are some strong evidence of the steady improvement of Ninghai County’s comprehensive capacity for scientific and technological innovation.
Since last year, Ninghai County has actively explored new paths for high-quality development of the county-level real economy, and has taken the lead in multi-dimensional collaborative innovation and integrated reform across the entire county, the full industry chain, the full elements, the whole process, and the comprehensive ecology.
The dominant position of enterprises in technological innovation continues to be consolidated. The R&D centers of such state-level enterprises asD eli Group, Risen Energy Group, Jianxin Technology and Ruyi Group have gathered numerous innovative and talent resources, to lead the industrial development of the whole county. The county encourages and supports leading enterprises to jointly build innovation communities and industry alliances with upstream and downstream enterprises, research institutes, and industry promotion institutions. In 2024, the R&D expenditure of industrial enterprises above designated size in the county reached 4.1 billion yuan, a year-on-year increase of 7.8%. The added value of high-tech industries reached 19.59 billion yuan, a year-on-year increase of 11.7%. 102 enterprises were newly recognized as state-level high-tech enterprises, hitting a historic high. Breakthroughs have been made in terms of the establishment of a key provincial-level enterprise research institute.
The construction of industrial innovation platforms has been accelerated to provide broader space for enterprise innovation. A number of high-quality scientific and technological innovation platforms have been built, including the Ninghai Marine Biological Seeds Research Institute of Zhejiang Wanli University, Ningbo Biological Industry Park, and the East China Sea Fisheries Research Institute of the Chinese Academy of Fishery Sciences, through the joint efforts of government and enterprises, as well as the collaboration between universities and local areas. The platforms have created a favorable innovation environment for talent gathering and industrial upgrading. Recently, the training base Ninghai Marine Biological Seeds Research Institute has completed land supply registration. Upon completion, it will provide a constant stream of technical and talent support for the local aquaculture industry.
Recently, the Institute of Scientific and Technical Information of Zhejiang Province released the “2024 Zhejiang Scientific and Technological Achievement Transformation Index”, in which Ninghai County entered the second tier of all counties for the first time. The Scientific and Technological Achievement Transformation Index, consisting of such indicators as innovation research and development, achievement output, and achievement trading, can comprehensively reflect the transformation trend of scientific and technological achievements in the province.
